You need that gym badge to use dive. find a dark patch of water as close to you can to where your map has the dot for sootopolis city, and use dive there. while underwater, search for a cave. it shouldnt be that hard to find. when you get inside the cave, click b, and it will ask if you want to return to the surface. say yes, and you will be in sootopolis city. you need to deal with kyogre/groudon before you battle the gym leader. they are in the cave of origin, in sootopolis city. hope this helped!

To find the Gym Leader Wallace in Pokemon Sapphire, you must first complete elements of the plot. After you have defeated Archie of Team Aqua, follow him to the surface where it is raining heavily. After he leaves, Steven will arrive and eventually say something about Sootopolis City. Travel to Sootopolis and make your way up to the Cave of Origin. There you will find Steven and Wallace. After you defeat or capture Kyogre in the cave, exit to find Steven. He will congratulate you on calming Kyogre. When he leaves, make your way back to the Pokemon Center. You should see a small island - go to it. There should be the Sootopolis City Gym there, with Wallace out near the front. Talk to him and he will go inside, ready for you to challenge his Gym.

The final gym is located in Sootopolis City. To get there you should start from Mossdeep City, surf south for a bit, then surf west. Look for white rocks surrounded by dark water, dive there and swim south into the cave. Surface in the cave and you'll be in Sootopolis City.Go up in Sootopolis City and you'll find the Gym, but it's locked. Go get a whole pile of Ultra Balls from the Pokemart then head north until you find Wallace and Steven. They'll take you to the Cave of Origin where you'll battle Groudon. Good luck! Once you've battled, a whole bunch of stuff happens, then you'll be able to get back into the city and into the Sootopolis City Gym.
