Thier are simply to many to count but i will give you a couple any ways. One place is in Sergrave Holmes home in rivert city. Another is in the Jefferson memorial on top of the thing you would place the virus into. The last is in an area in Jefferson memorial that you find whil exploring.
The best locations would probably be The Strip, because you can have lots of fun, and spend a lot, and get a lot. :)

Keller Family Transcript 1 of 5- Out in the wasteland just a short walk north of the VAPL-58 Power Station. You will see several power towers. One of them has some windbreakers mounter to the base to make a shelter. You will find the holotape on a bookcase there. Keller Family Transcript 2 of 5- At the Hallowed Moors Cemetary inside the chapel. You will notice a few Super Mutants there and a slave. Once you defeat the mutes, go and look behind the altar for the holotape. Keller Family Transcript 3 of 5- Head north of the Temple of Union to the Grisly Diner. Enter the diner into the rear, you will fight off a few raiders. The holotape is on a table to the left. Keller Family Transcript 4 of 5- It's in the Abandoned Shack near Rockbreaker's Last Gas. Follow the trail leading up the hill (past a few mutants) and look inside to find the holotape. (Don't forget to pick up the Victory Rifle). Keller Family Transcript 5 of 5- In a tent just a little north of Anchorage Memorial. Look for a broken down truck and a few mutants. The tent will be behind the truck with a slave in it and the holotape.
I personally recommend Fallout 3 to any other Fallout game. Fallout 3 has a more organized and in my opinion interesting storyline. And you. And you can also keep the game going after you beat the main quest on Fallout 3 if you buy the DLC "Broken Steel."
