Because the colour of a "negative wire casing" is black, hence the reason why negative numbers were written in this colour :)

Black would be no colours. the way we see things, is that light bounces off a surface, and into our eyes. The colour of the surface decides the colour of the light that is bounced into our eyes, and allows us to tell what colour it is. If there either isn't any light, or nothing that bounces in our direction, then we'll see the absence of light as black.

Black technically is the complete absence of colour, however, when artists are painting pictures with dark shadows in them, we do not use black to achieve these shadows. Instead we admix the complementary colour to the base colour. This results in a very dark "black". I would suppose that there would therefore be any number of "shades" of black.
