For Black and White you can find him at village bridge with a Super Rod. Make sure there is a whirlpool. For the rest of the games...dunno. P.S. You get the Super Rod at the end of the game. You get it from Looker.

∙ 11y agoLapras can be caught at the Village Bridge, it is located between route's 12 & 11. It's a bit hard to obtain since you can only get it with through the swirling water and even that has only a 5% chance, to top it all off Lapras also knows the move perish song so you basically also have a limited amount of time to capture it.
