I don't know about a "bone lockpick", but i know about an infinate one. if you find the nocturnal shrine(shrine of the nocturnal) and complete the task the shrine gives you, it will reward you with an infinate lockpick. you will never have to buy a lockpick again:) hope this helps, ianswergoodones

They are scattered everywhere throughout Cyrodil, so just look through most containers. I personally like hunting down goblins for them for the combat XP as well. If lockpicks are a problem for you though, I recommend retrieving the Skeleton Key from the Shrine of Nocturnal (level 10+ quest) since the Skeleton Key is relatively an unbreakable lockpick, you won't need to worry about breaking a lockpick ever again, which eliminates the need to hunt for more.

There is an alternative for PC gamers however. Open the game console by pressing the tilde key (~) and enter:

player.additem 0000000a #

Replace the # with the amount of lockpicks you would like to insert into your inventory.

I would suggest a general store, such as the one in riverwood, but, they tend to have very little lockpicks, if any, so I would, not only do this, but search dead bodies and chests (namely the Khajiits) to get even more lockpicks.

Blacksmiths usually have a few for sale, as does Tonilia at the thieves guild.
