Where can you find Celebi in Pokemon Ranger?

If you want to find Celebi in Pokemon Ranger, you have to find Ollie's mom (in Chicole Village) and accept her quest. She'll want you to find Ollie in the middle of Vien Forest right above where you can get Blastoise. When you see him, Ollie will tell you to find Celebi. Go to the left and catch Floatzel and go down to the dock and a (?) will appear above your head. With your styler tap Floatzel and tap 'yes' when it appears then go to the dock near the waterfall. Walk forward and Celebi will appear. Follow it then catch a Doduo and get on it to chase Celebi until you catch it.

you cant catch celebi until you finish all the other quests. i have the hand book.

Actually, there has not been an event for Celebi anywhere in the world since 2006. If you want a Celebi, you have to use an Action Replay code.

The Pokemon Modifier Action Replay code for HeartGold and SoulSilver is included below. It will overwrite the data for the first two Pokeball slots in your bag with 493 Master Balls and 100 Great Balls, so fill those two slots with non-essential Pokeball types if you want to keep the already existing contents of your bag. To use the code, discard any number of Master Balls until you have an amount equal to the National Dex number of the Pokemon you want (Celebi's number is 251, so discard 242 Master Balls). Next, discard Great Balls until you have an amount equal to the Level of the Pokemon you want to encounter. To activate the code, hold down the L button and walk around in a patch of grass. You will then encounter a Pokemon of the species and Level you want. Once you have the Pokemon, remove the code from your Action Replay and leave the area. The Pokemon distribution in that area will return to normal when you return. If you donèt need the excess Master Balls and Great Balls, you may discard or sell them.

The reason people can activate the event in HeartGold and SoulSilver is because they used an Pokesav or an Action Replay code to hack in Celebi. They then used Pokesav to add a fateful encounter marker on Celebi so it will activate the event.

Alternatively, gamers also hack Cherish Balls into their game, which they then use to catch the hacked Celebi with. Pokemon given away at events are contained in Cherish Balls, which is another indicator the game uses when trying to discern if a Pokemon was distributed at an event. Included below is an Action Replay code to hack Cherish Balls into your game, and is designed to work with the Pokemon Modfier code above. It will overwrite the contents of the third slot in the Pokeball section of your bag, so you may want to fill that slot with non-essential types of Pokeballs if you wish to keep your already existing Pokeballs. To use the code, replace "yyy" in the code with the quantity of Cherish Balls you want in three digits, and then press the Select and Up buttons to activate the code. A Celebi caught using these hacked Cherish Balls will activate the event, as I have tested the codes on my own SoulSilver game.

The first event for Celebi in Generation IV will be held in Japan from July 10-September 30, 2010 to promote the 13th movie. Because of this, HeartGold and SoulSilver Action Replay codes for an event Celebi do not exist yet, since code makers have to analyze the data of the event Celebi in order to make a code for you to obtain it. When the Celebi is released in Japan around that time, look out for the code as it will most likely be made soon afterwards.
