After meeting Bill in Ecruteak City, if you return to his house in Goldenrod (west and south of the Pokemon Center) he'll give you an Eevee. You can also win one for 6666 coins at the Game Corner in Celadon.

∙ 12y agoTo get Eevee you need to go to the poke-center in Ecruteak city there you will see bill and he will say a bunch of stuff, then you need to go back to Goldenrod city and find his
house (don't remember exact location it was past the game corner).
Another way to find an Eevee is to go to the game corner in Celadon City and there you
can purchase one for 6666 credits.
