"Tea", can be basically described as an infusion herbs in boiling water, so the practice of extracting the "medicinal" components of herbs has been with mankind since before written record.
The beverage we have commonly come to call "tea" is the result of steeping the leaves of the tea tree (Camelia sinensis) in boiling water. There is a written record by Lu Yu, from 780 AD, the Ch'a Ching (Tea Classic). This however, is a scholarly work about the many teas favoured in China at the time, suggesting that tea had been an accepted beverage for unknown generations before that.

It is unknown who or when a human being put leaves into heated water and made the first "cuppa" but as herbal infusions have been in medicinal use for longer than written history I am inclined to think it was very early on in mankind's existence.

The true story is lost in the mists of time but legend has it that some leaves fell into the cup from which the First Emperor of China was drinking unnoticed by all. After a while the Emperor picked up his cup to drink from and upon noting the flavor and the leaves he sent everyone to find the bush from which the leaved came.
Now that is the story about tea as it is usually thought of as in Olong Tea or Green Tea. In reality herbal teas have been being drank since mankind lived in caves. Around the same time people learned to control fire and use animal stomachs to boil bones in we have been putting leaves and twigs into hot water and drinking the teas which were the results. In many cases the older members of the tribe remembered which leaves, grasses and twigs were good for things like relieving pain and those teas were the beginnings of medicine. In other instances someone might have remembered that a rabbit or turkey was stuffed with certain herbs made them taste better and so thought they might taste good just boiled on their own and there was another herbal tea born.
