The bar represents the rank of the soldier. If they have bars on their helmet, it means they are higher ranking than other soldiers. I am not sure about one bar, but it is probably the rank for lieutenant. Two bars is a captain.Addendum:A single white bar on a steel pot is the rank of 1st Lieutenant. Two white bars would be Captain. A single yellow bar would be 2nd Lieutenant. This is no longer a common practice, as rank is not typically prominently displayed in a combat situations and steel helmets (the "Steel Pot") are no longer issued.
