You can't find Charmander in the wild because it is a region specific starter Pokémon.
there is no way to find a wild starter(excluding the PalPark). Unless you are lucky enough to find a shiny version of it in the wild. The odds of that happening are less than 1/5000.

No. You can't actually find a charmander in the wild and catch it. But, you can do one of a few things after receiving the national dex: 1. Get Charmander from Professor Oak after collecting all sixteen badges and defeating Red. 2. Import Charmander from Diamond, Pearl, or Platinum. 3. Import Charmander from the GBA series. That's about it, other than breeding one you already have, of course.
