after getting all badges go to silph co. in saffron city and you can meet him in celadon city in the thing next to the Pokemon center

1. do you mean to get the hoenn starters if so in the future go to that one tower where the elevator is not available then you should go out and go to a house owned by copycat she will be upstairs she will ask you to go smewhere then go to the city where the snorlax was. Look in the Pokemon fan club house talk to the guys and one of the will give you a poke doll go back to copy cat then give her the doll she will give you a metal train ticket. Then go back to the tower nd talk to steven and blue is mudkip, and really i forgot the rest ill update when i remember hope it helps

after u get the hoenn starter from steven in siph co. then he'll be in pewter museum u have to get the lgendarys latios or latias( depends on game) then i think he'll gives u a fossel

Steven only shows up about 2 times in the whole games when you find him again you'll be fighting him and if you win he'll give you 2 pokemon sadly before he runs off back to hoenn he takes the pokeballs there is a 1% chance you'll get Latios and 5% chance you'll get Latias and 69.1% chance he takes them both away and there is a 39.2% chance you'll get them both

first you have to beat red and then you have to get the copycats doll and then he will tell you latios/latias is flying around then go to silph co. and he will give you a hoeen starter
