Disney has yet to announce that there will be a DVD collection of the Buzz Lightyear show. However, you can possbily find bootlegs of the show, although that's a bit risky. To be quite honest, if there is a time that Disney would bring the series out, it would be around the time of Toy Story 3, to drum up excitement for the sequel. Personally, I don't understand why Disney isn't getting these series out sooner. Aladdin, Hercules, Tarzan, Buzz Lightyear... all such great animated series, and no DVD releases. They have Duck Tales, Darkwing Duck, and Talespin out, so why not the series based on the animated movies? They would sell! So why? I just don't know.
