There are two possibilities for getting the Master Ball in Crystal. First, once you've obtained the eight badges of Johto, Professor Elm will give you one when you talk to him. That's likely to be the only one you get, as the only other way to get a Master Ball in the game is by matching all five numbers in the lottery held in Goldenrod City's Radio Tower, and the odds of doing that under normal circumstances are 100,000 to 1.
The numbers must match the ID number of at least one Pokémon in your possession, and every Pokémon that you catch or hatch will have an ID number identical to your Trainer ID. Every Pokémon you obtain in a trade will have a different ID, however, so each one will increase your odds. Therefore, under the best possible circumstances, you can increase your odds up to the point where they become approximately 350 to 1.
