There are several places in Liberty City where you can find a helicopter.

Maverick Locations

Description: A typical chopper, usually with blue/white paintjobs

1. There is a helipad about mid-Algonquin West, right next to the river where a Maverick sometimes spawns. You may have to leave and come back to find it.

2. A little ways over the Booth Tunnel Entrance in Alderny, there is a helipad where a Maverick spawns.

3. In the northern residential areas in Alderny, there is a backyard helipad that spawns a Maverick.

Annihilator Locations

Description: High-power police chopper, equipped with two miniguns, no auto-aim

1. About upper-east Algonquin, above Middle park and close to the water, there is a police station with a helipad that spawns an Annihilator. Go into the parking lot, find the stairs, cross the walkway, and jack the chopper. When I did it, I got a one-star wanted level.

2. I think there is an Annihilator at the northern part of the Airport, but you will get a four-star wanted level the second your feet touch the ground.

You can't find them unless a police one lands, in that case which you can steal them. You have to get a cheat code off the internet, Just type in "GTA Helicopter cheats Xbox 360 & PS3" Then once you got the code you want you just type it in to you phone.

Helicopters in GTA IV are located at the airport, however they may be hard to find or get to if you haven't completed the game. They are easier to get while in Free Roam on multiplayer.
