Legendary Dogs: You first have to meet the three Legendary Dog Pokemon in the Burned Tower. After that, you can find them in certain grassy areas if you look hard enough. One way to be sure you are near them is to first go to one of these places, then look in your Pokedex and look for the area of Entei or Raikou (assuming you've already encountered them once before), and see if you're in the same spot as Entei or Raikou. This won't work if you look in the Pokedex first before encountering the Legendary Dogs in battle.
Lugia: You will need a Silver Wing from the old man in Pewter City to find Lugia. After that, you can find Lugia in the deepest part of Whirl Islands. It will be level 70 in Pokemon Gold, but at level 40 in Pokemon Silver.
Ho-Oh: You will need a Rainbow Wing, and you have to have access to Tin Tower to find Ho-Oh. It will be at the top of Tin Tower. It will be level 40 in Pokemon Gold.
Articuno, Moltres, Zapdos, Mewtwo: You cannot catch these in Pokemon G/S/C. They can only be traded from R/B/Y.
Mew: You cannot catch Mew. However, there is an easy glitch to get it in Pokemon R/B/Y.
Celebi: This Pokemon is not obtainable in Pokemon Gold or Silver.
