In Pokemon Diamond, Pearl and Platinum versions, you go to an under-ground lake within Mt. Coronet by heading North from Oreburgh City and there are only 4 places in the entire lake where you can catch them. they change daily and even if you are in the right place there is only a 50% chance you will encounter one.
