You can get fly west of Celadon city. Before you see snorlax use cut on the cut bush to the north and go in the gap. Then go west until you see a house. Enter the house and talk to the woman in the house. She will give you fly.
(Note:With fly you can do the Mew glitch!)

∙ 13y agoYou travel to Celadon City and leave the town through the path on the left. You should then appear on Cycle Road. You will run into a Snorlax so make sure you have the Poke Flute. Once Snorlax is gone go straight up and you will find a house. Inside is a girl with hm fly.
