You can purchase any hair dye at a beauty supply shop like; Sally's
Sally's Beauty does not sell Special Effects. Hot Topic and Spencer's carry it, though. I have been looking for awhile, those are the only in-store places I have found that carry it.

3/10/12: Forget all those and go to DAILY BEAUTY SUPPLY on Irving instead. Lipstick used to have a good selection but I was just there last week and for whatever reason they literally had like 2 bottles in 1 color left. When I was there in the summer they had 10-12 colors available. Person behind counter was nice but not helpful, couldn't give me any information at all.
Called Bubbles & Shampoo to inquire and person who answered the phone at first said no Special Effects in stock then changed it to if you wait I'll go check. Almost 5 minutes later I was still on hold (while I could hear her chatting with other customers in the store) so I hung up. Lame!!
Did a Yelp search and found DAILY BEAUTY SUPPLY, in the Inner Sunset on Irving and this place is GREAT. Guy on the phone was very helpful, told me exactly which colors they had, and when I got there he was friendly and nice. Daily Beauty is also lower in stock than usual because recently there was a problem with the manufacturer, but still they had at least 10 colors available. Yeah Daily!! I'll never go anywhere else for Special Effects again.
