u can see him at the burned tower, i am goin in order. so go to burned tower, ciannwood city up north, route 42 use HM cut, vermillion city past digglets cave down a path of south in the water at 3: pm to 3:45 pm, route 14 and finaly u battle him at bills house on the hill! good luck he is on lv. 40 and knows mist, auora beam, gust and rain dance!

Then you have to go to the Kanto region. You meet it first in Vermilion at the bay (use surf to get there), the next time is at the shoreline to the far east of Fushia city. Then you can face Suicine east of Bill's house (North of Cerulian city). You will get the opportunity to save before the fight so there shouldn't be a problem. Good luck! :)
