In Veilstone City (if you look on your town map), there's a Game Corner. In which, you play games & earn coins. Next door, there is a house which is the prize exchange. With the coins, you can exchange coins for prizes. And one of the prizes is the TM, flamethrower. So you're going to half to have enough coins to get flamethrower. You can also purchase the coins if you don't really wanna play the games & if you have enough money. :)

what u wanna do is there is 2 ways one u have 2 go 2 floaroma town n the u wanna surf west and keep surfin until u reach e dead end then cross through the grass n in to the fuego ironworks go in n do the puzzle in till u get to the owner hell bleb on n then get the items the 1 that u were lookin 4 TM 35 flamethrower n u can always go to the game corner n buy lots a coins n go into the extention of it n buy the TM k diamond497

As a prize at the gamecorner. It's easier to buy coins in Pokemon emerald and buy it down there. Then u upload it. The only game in ss hg is voltorb blast which is basically battle ship exept u avoid the ships (voltorbs) and go for the misses (1s,2s and 3s)
