Yes but you have to catch alot of pikachu's best suggestion is to have a yanma with compoundeyes in front and go to the powerplant and catch EVERY pikachu that shows up at least one will have a light ball. Still have trouble? try getting pikachus from the safari zone in ruby and sapphire and emerald.
