You need to go under the graveyard by moving one of the gravestones and entering the hole. Then you will find a ghost of Dampe i think. (You have to be adult link). He will tell you to race him so you need to race him and beat him to the final room. When here he will reward you for winning with the hookshot :)

∙ 13y agoYou can get it once you are adult Link. To get it go to Kakariko Village, and enter the Graveyard. Then go to the left and pull the grave on the left with the 3 flowers in front of it. You should end up in Dampe's Grave, and you have to race him for the Hook shot. Hope i helped and good luck!
