In order to get the jade orb you must first talk to mister Pokemon and get the blue orb and catch kyogre in the embedded tower , then trade for a groudon (from the embedded tower to) , go talk to mister Pokemon ( Again) and he will give you the jade orb , got to the embedded tower (FOR THE SECOND TIME) and there will be rayquaza , he is level 70 so be ready.
