You have to go to Vermillion City, where Surge is there. You have to have Cut to acess it, so before you go, go to Bill's house on the cape near cerulean city, and he'll give you a ticket to the S.S. Anne. In Vermillion, go on board to the ship and find the captain. Before you can, however, you have to battle your rival. When you beat him, go into the captain's quarters, and talk to him and he gives you HM one. You need the Cerulean badge to use it outside of battle (the Leader is Misty). After, go to the tree and use Cut on it and you can battle Surge!

∙ 14y agoyou will need the HMs cut and flash to be able to go to the next town. you need to cut the tree blocking the way east of Cerulean City then you need flash to lighten up the cave. after that you will end in the lightower where Pokemons are buried. there is no gym there but go west you will pass a tunnel going to Celadon City. there you will need the HM cut again to cut the tree blocking the way to the gym where you will fight Erika the gym leader. she uses plant type Pokemons so it's not hard match.
