First of all, the Red Gyrados is really hard to catch. Since it is a shiny pokemon, you have a 1 in 1 million chance of getting it. If you're lucky, you might be fishing and catch a shiny Magikarp with the same odds. If you evolve the shiny Magikarp, then you will get the Red Gyrados.
