Dr. Reynolds knows Boo Radley through stories and rumors spread by the townspeople of Maycomb. Boo Radley's reclusive behavior and the various incidents involving him have contributed to creating a mysterious and exaggerated image of him in the community, which Dr. Reynolds may have heard about.
Scout is surprised because she has always seen Dr. Reynolds as a serious and professional figure who would not interact casually with someone like Arthur Radley, who is known as a reclusive and mysterious figure in Maycomb. The interaction challenges Scout's preconceived notions about how people in the community perceive and treat Boo Radley.
he is okay with what they believe, like how Arthur (Boo) stays inside. Atticus isn't a judgemental person, so its not like hes going to judge them. he has met them all before, so they aren't new to him like Boo was new to Scout. Atticus is very relaxed with the Radleys.
