The G in 3G does stand for GENERATION with the original web-enabled mobile phones (Palms, Blackberries and the like) being 1G, more feature enabled phones with EDGE or HSPA era phones (pre "smart phone" era, Razrs and the like) and 3G being the "smart phone" era. Currently, 4G is being used to turn mobile devices more towards actual computing.
The 3G wireless access comes from AT&T.

ipod touch has no telecommunications capabilities so it is unable to connect to 3G. A 3G iPod Touch will not be released.
