The water cycle began when the first bacteria created oxygen and made water.

The sun then evaporated the water and the water vapour condensed making the first clouds and then it precipitated and it continued for then.

There is no exact start of the water cycle because it is a CYCLE. The clouds are made of water vapor, which rains when the clouds get heavy, then the rain from lakes, dew drops, oceans etc. evaporate and then form clouds again.

the water cycle neither starts nor finishes which is why it is called a cycle but for sake of an answer precipitation may be the start of the water cycle
