(1 Samuel 16:7) is the account where Samuel has been sent by God to chose the next king of Israel. The account tells us that God can 'see' things that we can't, and is therefore in a better place to judge. "For not the way man sees [is the way God sees], because mere man sees what appears to the eyes; but as for God, he sees what the heart is.. . ." (Jeremiah 11:20)
(Romans 14:12) Tells us that :"each of us will render an account for himself to God"as the ultimate judge..
However, God is not the ONLY one who judges.....As regards humankind, he has given power for judging to his trusted son, Jesus, who can ALSO read hearts, and will judge as his father would.

We are not to use man's standards for judging - "Judge not lest you be judged." (see Matthew 7:1)

The Bible reveals that the "Judgment of God" is coming upon all men:
"...it is appointed unto men once to die, but after this the Judgment..." (Heb.9:27 KJV).
... and that men need to be extremely "judicious" in their own judgment, because:
"If you forgive those who sin against you, your heavenly Father will forgive you. But if you refuse to forgive others, your Father will NOT forgive your sins." (Matt.6:14-15 NLT New Living Translation)
The great lesson life has to teach man is to learn to "Love" one another... and learn to "Forgive" one another; instead of giving in to the basic instincts of nature: to selfishly hate, envy and resent. This polluted, dying, war-ravaged world man has created for himself is the result of hate, envy and resentment.
God offers Eternal Life to those who learn that lesson and show it in the works they do... and who PASS HIS RIGHTEOUS JUDGMENT at the Last Day [Judgment Day]. And His Judgment will be measured by the "books of the Bible":
"...I saw the dead, small and great, stand before God; and the books were opened... and the dead were Judged out of those things which were written in the books, according to their works." (Rev.20:12 KJV)
The Bible talks about haughty, selfish, self-righteous, Satan-worshiping man undergoing a "change in his inner nature" [and eventually his physical one - see I Cor.15:51] and humbling himself before his Creator... and one another.
Learning to care about and for the well-being of one another.
God commands His people to Judge... but Judge RIGHTEOUSLY... in accordance with His Word, not as "unbelievers! "

The Bible has much to say about "passing Judgment"... good things and bad things to say about it. There is both "instructions" and "warnings" about it. Learning to pass Judgment is perhaps life's greatest lesson.
For now, at least, for the sake of ourselves as well as others, the most important lesson men can learn about passing Judgment is not to CONDEMN others. For in so doing, we condemn ourselves, also.
God has given man this life to learn His Truth. And the most important Truth of this issue is that God is not "condemning" man [at least for the time being], but is offering His "Mercy and Forgiveness" to him -- to those who will learn the lesson.
Judgment Day will sort it all out.

No, it says the opposite. It says you should NOT judge one another. (To judge does not refer to a legal situation, like in a court of law; it refers to passing judgment on another person, being critical of another or looking down on them.) The Bible even says "judge not, lest you be judged"-- in other words, don't judge other people harshly unless you want God to judge you harshly. God wants us to be compassionate about others, and not pass judgment on them. In fact, the Bible says only God has the right to judge.

The Bible doesn't say specifically, but the job of the judges was to deliver Israel from a suppresor, so I'd say he delivered them in some way.
