To charge a TomTom GPS in a 1997 Toyota RAV4, you typically use a car charger that plugs into the vehicle's 12V power outlet (formerly known as the cigarette lighter). Connect the GPS device to the charger and insert the charger into the power outlet. Ensure the car is running or in accessory mode to provide power to the outlet while charging. If the GPS has a built-in battery, allow it to charge fully for optimal use.
GPS are no longer just a feature for luxury cars. Most cars if they do not have GPS coming standard can be bought as an added feature. I know this is true with Toyota and Ford at least. Personally I prefer to use the GPS that comes standard in my 3g smart phone that is just as effective as one that would come with a car.
If you HAVE one.It would be the cigarette lighter socket, or some are on the rear of the console.
