The PRNDL (aka Neutral Safety Switch) Switch is located on the Transmission right near where it meets the engine. You will see the arm and shift cable right on top of it when you look below the master cylinder.
Make sure voltage to the purple wire of Starter is cut off before you get down there. If you get voltage, your problem is not this switch or the ignition switch.
Problem solved...the culprit was bare neutral switch wires shorting out and blowing the fuse!!!!!

You didn't state weather it was an Automatic or Manual transmission. Well any way they are both on the transmission. Manual transmission has a separate switch for the backup lights the automatic is built into the neutral safety switch on the transmission. Automatic switch is about $50.00. Manual switch is about $10.00. Hope you have a manual it is a lot cheaper.
On my 2002 S-10 truck, the neutral safety switch (also called the Park Neutral Position Switch, or PNP switch) is located on the driver's side of the transmission. It is a black box that has 2 electrical connections going into it. There is a very good chance that it is in the same location on your 2000 Blazer. Hope this helps.
