There is no 911 area code in North America; 911 is used for emergency services.
When a caller makes a 911 call from a disconnected cell phone or a phone with no number attached to it, the FCC requires that a carrier still complete the call. The caller ID for that call would come up with a 911 area code with a phone number after it.
As far a prank calls with 911 area code, my guess is that it would be generated by a computer or a jail broken cell phone.

However, country code +91 is India, and there are valid area codes beginning with +91 1, including +91 11, which is the area code for New Delhi. (Note that you drop the trunk prefix 0 from the beginning of the domestic area code in India, so that, for example, 011 becomes +91 11.)
(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)

∙ 10y agoUnfortunately, it is relatively easy to introduce fake Caller ID data into the telephone network. If you get a number like 1-911-555-0123 on your Caller ID display, it is most likely a telemarketer who "accidentally misprogrammed" (Oops! How did THAT happen??) their company telephone system to send "inadvertently incorrect" data.
If the display shows just 1-911, it is possible that your local 911 emergency call center is trying to reach you.
