First make sure you get to LilyCove City by completing the game to that point or by flying. Move to the left in front of the PokeCenter. Make sure your Pokemon know CUT and SURF.
You'll find the New Safari Zone in route 121, if you cut the tree to the left of it, don't go toward the left, just go down to the platform, use SURF right there. When you're in the water, that's route 122. You should see it on top of the screen or check your PokeNav to confirm.
