try cathcing a relicanth they usually hold 1 or search the empty patches in the grass underwater for 1
actually you can go underwater on route 124 and there will be a small patch next to a swimmer guy which is only dark blue 2*2 spaces. dive and it is a small path dive again follow and there is a enclosed area. find the second dive spot to the west and dive. again there is a small path. dive up and the shard is right there.
