First you have to go to celadon city in the game corner on the fourth floor you must beat the two guys next to the gate the gate will open and then you fight Govina. When you beat him the silh scope will be there.

∙ 15y agoThe Silph Scope can be found by defeating Giovanni underneath the Celadon City Game Corner. Fight the Rocket looking at a poster there and then examine the poster to open the staircase leading down.
