There are two possible gyms you can go to, saffron city gym which is psychic or fuschia city gym which is mainly poison type.
Buy fresh water from the vending machines on the roof of celadon department store, then give it to the guards preventing you from going into saffron, he will then let you through, you cannot battle the gym leader until you defeat Giovanni and team rocket at the silph building. Once they are defeated you will get a silph scope. You can then battle saffron gym OR go to Pokemon tower with silph Scope, uncover the ghosts and defeat the rockets there, then MR Fuji will give you a pokeflute, to get past snorlax(you should catch both, as they are strong, train one, trade the other for something good), once you are past snorlax(s) continue along whatever route until you reach fuschia city.
Although saffron will be easier to get to, you should battle fuschia first as it is an easier gym to defeat.

∙ 11y agoThe Fifth Gym leader Erika is found on the south side of Celadon City. You need Cut in order to reach the gym as well as to reach the gym leader. She uses grass type pokemon.
