On a 1994 Integra the neutral safety switch in located right above the clutch pedal under the dash(If you were to lay in the floor board with a flash light and press the clutch you should be able to see it). It's kinda hard to access because it so far up in there. so 9 times out of 10 the switch itself isn't bad there is piece of plastic that pushes in the neutral safety switch that is broken or fell off. It's cheaper and the switch will still work. I had this problem with my integra yesterday, it wouldn't start or turn over. So I had to go down the list of things it could be, then I found out where that switch was pushed it in and the car started right up no problem. Hope this was helpful to somebody. DarrenDizz

There is a switch that determines the clutch is pushed in before starting the car. This is a safety feature so that you do not accidentally start the car in gear, which will cause it to lurch forward and possibly injure the passengers or those around the car. This can be overridden by finding the clutch switch and permanently locking it down, or by cutting the switch out and soldering the wires permanently so they are in circuit.
