IAC is a valve that controls air flow into the idle circuit of the vehicles intake and throttle body - Idle Air Control Valve.
To clean it usually means removing the component from the vehicle and spraying some Carburettor Cleaner or Brake Cleaner through it. (Go to an auto shop or service station and ask for Carburettor or Brake Cleaner and the shop assistant will know.)
Usually you can open and close the valve inside the IAC housing while spraying which will give a thorough clean. Then use compressed air to blow through the valve and remove all of the contaminants and residue and then reinstall.
There may be some adjustments when it is refitted so you might need to check the manual and adjust to specification.
