The sensor on a 1998 Ford F150 4x2 is on the rear differential. The 1998 was rear wheel ABS only so don't bother looking for any front sensors.

On a two wheel drive model the sensor is located on the top of the transmission. On four wheel drives the sensor is on the transfer case.
if your looking for the front abs sensors thay are located in the hubs, and would have to remove front tire, brakes,caliper, and rotor to remove.

If you have a RWD Expedition, I see two different part numbers for front left and right abs wheel speed sensors. If you have 4WD the front wheel speed sensors are the same.
Bring it to a shop that has an ABS scanner. They may tell you that the computer in the car is shot. That's what happened in my 1997 expedition and it will cost about 1600 to fix it. Note: until you get it fixed, it won't pass inspection.
