its located on the right side , in the front, under the support bar. there are a series of relays located there, about 5 or 6 lined side by side. you can test it by pulling it out and the inserting one of the other relays in each slot till you find the right slot for the relay. it doesnt matter which one, cause they are all the same type. you can do this by matching the colors of the wires coming from the compressor to the colors of the wires leading to the relay.
(going from left to right) it would be your second relay. so it looks like this. [] {} [] [] [] [] etc.. ^ this relay here
Yea, the 1993 Buick Lesabre does have a fuse for the horn. However, there could be other reasons why the horn doesn't work, the clockspring or relay could be out.
The Fuse relay bax is located just below the steering column under the dash.
