Where is the best place to level up level 40 Pokemon in HeartGold and SoulSilver?

I would reccomed Viridian Forest and Mt. Silver. In Viridian Forest, the wild Pokemon are level 3-5, but the trainers have Pokemon between level 39-45. Mt. Silver has wild Pokemon from level 38-50.

How you find Rayquaza in Pokemon HeartGold and SoulSilver?
You have to get both Groudon and kyogre which are exclusive for heartgold and soulsilver. In heartgold you catch Kyogre and in soulsilver you catch Groudon so you have to trade to have both. Once you have them go back to the place you cought them and make sure they are both in your party (and you have the jade Orb) and rayquaza will be there waiting for you to get pwnd or for you to catch it.

You can either get it at the place that is right before the safari zone or before moomoo farm. (but i have heartgold so it may be different i dont know...)
