Some vehicles may not have a block heater from the factory. A dealer can print out a build sheet that will show such things. Use of a block heater is probably not necessary unless temperatures are single digits or below. Mine starts well as low as -8 without plugging in. If it will not start well at 10 to 15 or above, I would say you have something that needs repair.
