Red 5 year HOAT type.
Check the coolant level. Or, thermostat could be stuck in open position.
I have the same problem I am ready to jack the chrysler up and install a Toyota underneath it
The most common causes would be low coolant and inoperable radiator fan.

From Chrysler it is a red five year. The aftermarket is Zerex GO5.
It is possible a little low on coolant and has an air bubble in the heater core.
The 1999 Chrysler Sebring has an overflow bottle on the passenger side. The bottle has markings on the side to show low and high coolant marks.
