Another name for car dashboard is control panel.
You will need to remove the dashboard panel in order to replace the electronic throttle control light. With the dashboard panel removed the light can be access to be replaced.
The panel dimmer control is to the right of the headlamp control. If you roll the panel dimmer control up past detente (the catch), it is in the full up position and all of the interior lights will remain on. If you roll the panel dimmer control down past detente, the interior lights will turn off (unless they are individually turned on in which case the panel dimmer switch is overridden). I would also suggest the question could be related to interior lights that keep coming on due to a stuck door ajar switch. See "Related Questions" below for more about that.
One could always call it a control panel instead of calling it a dashboard. It is up to the designer of the website what to call the tools on that site.

If you mean illumination for nighttime on the dashboard it can be the fuse or the dimmer itself. All the illumination runs through a single 20A fuse in the panel on the side of the dashboard. All power runs through the dimmer switch so that can also be bad.
The hush panel is under the dashboard, between the dashboard and the firewall and above the footwell.

Start by checking the fuse in the fuse panel. Also make sure the dimmer switch is not turned off.
A rheostat is a variable resistor. Examples are a volume control knob or an instrument panel dimmer switch. As the resistance is increased in the switch the volume will lower or the instrument panel lights will dim.
The buttons on the lower left corner of the instrument panel adjust the brightness of the display in five steps; push the + or - buttons. The settings are independent for when the headlight switch is on and off.
I call it the instrument panel but it's also called the dashboard or dash panel
