the multi-function turn signal stalk pushes into the dimmer...some parts places list it as the wiper control module or switch, some have it as the actual turn signal switch.
what about it?
On the turn signal stalk
there is at the passenger side under the dashboard, there are 3 pieces, a flasher, horn relay and the big box is the dimmer switch.
Are you sure that the dimmer switch is working?
To change the dimmer switch on a 1999 Suburban, first disconnect the negative battery terminal to ensure safety. Remove the trim panel around the dashboard using a trim tool or screwdriver, then unscrew the old dimmer switch from its mounting. Disconnect the wiring harness from the old switch and connect it to the new one, then secure the new switch in place and reattach the trim panel. Finally, reconnect the battery and test the new dimmer switch to ensure it works properly.
Replace the complete switch in the steering column, you have to pull the steering wheel off and then you can take the top cover off the steering column and get to the switch.
Check the dimmer switch and the electrical connections.

the low beams should not be on a fuse it will either be the dimmer switch or the headlight its self. for your problem i would check the dimmer switch first J.
The 1993 BMW 325 dimmer switch is located on the lower left-hand side of the dashboard. The dimmer switch is a dial switch.
