Open your glove box and compress the sides or remove the screws at the bottom of it you will find the ECM behind it attached with a metal strap and a 10mm screw.

The chip is located inside the ECM (engine control module). There is an access cover on the ECM that will expose the chip. A special tool is used to r & r the chip as not to damage the prongs.

The ecm module is located behind the passenger side kick panel. I don't know of an ecm relay.
The ECM on a 1992 S10 Blazer is located below the glove box.
Take the inside of the glove box out and look in and down to the right and you will see it.

I'm guessing you mean the ecm. And it's mounted by 2 screws under the right side of the dash.
