The fog lamp relay is in the Power Distribution Box ( which is " live " ) in your
engine compartment ( on the drivers side )
The relay is in the 2nd row from the drivers side and is the 2nd relay from the
front of the box ( one of the small relays )
Most likely dashboard lamp(s) out. Can be the relay a wiring fault but it's a lot less likely than the lamp(s) .
NO relay just fuse.
The fog lamp relay is in your power distribution box in the engine compartment - drivers side near firewall.
Fuel pump relay, horn relay, fog lamp relay and if there is a fourth relay, power door locks.
From left to right, fuel pump relay, horn relay and fog lamp relay if equipped.
According to the owner's manual , on a 1996 Ford Explorer , the fog lamp relay is located in the engine compartment relay module # 2 along with relays for the front washer pump , blower motor , and high speed blower . It is shown as being in the passenger side of the engine compartment. I'm not a mechanic but after looking with a flashlight I think I finally found the relay box between the air filter housing and the passenger side headlight. (Helpfull)

According to the 2003 Ford Explorer Owner Guide : In the Power Distribution Box ( which is " live " ) located in the drivers side of the engine compartment ( # 44 is a 15 amp mini fuse for the front foglamps ) * also , # 16 is a 15 amp mini fuse for the foglamp switch , headlamp switch and relay # 50 is the fog lamp relay

On my 1999 Explorer it is fuse #30 labelled "Park Lamp/Trailer Tow Relay" in the passenger compartment fuse panel Page 183 of Owners Guide
I found three. One with the radio, one with the wipers, and one with the stop lamp relay.
In my owner's manual for my 1995 XLT it shows a Body Compartment relay module # 5 around or in the jack storage compartment area. It shows relays for door unlock, door lock, driver door unlock, interior lamp relay, and trailer park lamps.
