The fuel filter is located above the rear axle on the driver's side. The easiest way to replace it is to break the fuel line nut loose on the side nearest the wheel and screw it all the way off (you may have a small amount of gasoline come out of the filter, so have a container handy). Then break the fuel line nut loose on the inlet side (farthest away from the wheel well) by using your wrench to turn the entire fuel filter using the nut that is part of the filter on the side nearest the wheel well. Reinstalling the filter is just the reverse of this procedure. Be sure to check that the O-rings inside the nuts are good and don't overtighten the filter or you might cut the O-rings and the filter connections will leak.
It is inside of the fuel tank.
Good chance its located in the fuel tank.

The 2005 Chevrolet Tahoe with the 5.3L V8 has an under-car EFI filter. The filter is a canister that is located on the fuel line towards the engine. The OE replacement EFI filter for this application is Hastings #GF347.
Fuel Filter Location The fuel filter is located along the frame rail under the vehicle and is accessible only from underneath the vehicle.

On the front of the motor.
Fuel filter is located in left front (Drivers side) wheel well. You need to remove the wheel to replace. That's for the 3.9 V8 (I have a 2004 V8)...I'm not sure if its in the same location on the V6, but I assume it may be also.
I own a 1990 GMC Sierra 1500 5.7L V8. My fuel filter is located along the frame rail under the cab on the driver's side of the truck. You might look there for the filter on your 1989 Sierra. It's an inline silver colored canister.
