the fuel injected vehicles have the fuel filter on the inside of the gas tank you need to depressurize the fuel tank and drop the tank to get to it .......not an easy process to be doing outside of a shop unfortunately i would not suggest someone take it upon themselves to try on their own its one of those you gotta take in to a shop to fix things..... There is no more than what you might call a screen over the fuel pickup in the tank to prevent picking up rust and other contaminants that may have gotten into the tank. You could call this the primary filter. I would say that the regular fuel filter (the one that you or I could change) is somewhere along the frame under the van. Follow the fuel line from the tank or from the throttle body. It should look like a canister maybe about 2 - 2.5" in diameter and maybe 3-3.5" long. See this site for an idea as to what it looks like: http://www.drivewire.com/products/plymouth-voyager/fuel-filter/2408/
