above your the climate control, there will be a cap.
look under the cap and you will see a button, then remove the cap.
you will then see your fuse box and use your owner manual to see which fuse is for your cigarette lighter.
The fuse block is just above the drivers kick panel (above where your left ankle would be when your foot is on the dead pedal). The cigarette lighter fuse is fuse no. 9. There are 3 vertical rows of fuses. No. 9 is the top fuse on the middle row. It's not the easiest thing to get to. You'll need to be somewhat flexible, and I think you need an Allen wrench to get the cover off. I took mine off and left it off.

Check under the hood in the back left hand corner closest to the windsiled. There should be a black cover over it that may give a diagram so you know what fuse goes to what area. Yes my 92 accord would not work so i checked the fuse panel under the hood. There is no label that says lighter fuse but its the one that says interior light its a 15 amp fuse try that.
Circuit overloaded, short in wiring, or the fuse you are using is not the OEM correct fuse.

The relay is up inside the dash on the left (driver side) end. One can reach it from below with appropriate acrobatics. you know ive seen an s10 come through the shop that had a similar problem,see if you have anything plugged in to your 12 volt cigarette lighter,they had a charger that was bad and it would blow the fuse as fast as you could plug it in
